Marjorie Levine-Clark is Associate Professor of History at the University of Colorado Denver, USA. She has published widely on gender, health, labor, and social policy in nineteenth- and early twentieth-century Britain, including the book Beyond the Reproductive Body: The Politics of Women's Health and Work in Early Victorian England (2004).

Illuminates the Divisive Unemployment Politics of Yesterday -- and Today

Dr. Levine-Clark brilliantly exposes the roots of an enduring conundrum: In a volatile, largely faceless modern economy, how can we distinguish the "honest" unemployed who truly want jobs from "loafers" who seem to be unwilling to work, and how should this influence the provision of welfare benefits? She begins the story in late nineteenth century Britain, when Britons first wrestled with the problems of modern mass unemployment, and follows it through the early twentieth. As the nation's economic and social foundations shuddered, working-class men and government officials negotiated new definitions of deservedness, citizenship, and masculinity that incorporated reliance on welfare. It is a unique and fascinating period in history, narrated with unfailing clarity and incisive analysis.
But it speaks to our world as well. The recent "Great Recession" witnessed clamorous debates -- in the U.S., Britain, and beyond -- over the deservedness of the millions of newly unemployed, their debts to society, and society's obligations to them.
