Despite intimidation, false information, and a culture of strict loyalty, the Hispanic agents proved their collective case—and the transparent changes improved the job satisfaction, security, and advancement prospects for all FBI agents and Hispanic law enforcement officers throughout the United States.
Samuel C. Martinez joined Perez’s lawsuit. His new book, Systemic Evil, is an exposé of the FBI’s “good ol’ boy” discrimination against Hispanic agents. The book meets an intellectual challenge to the discussion of discrimination and reminds us of the realities of prejudice in America, as well as the power of collective will to make positive changes.

About the Author
Samuel C. Martinez served twenty-six years with the Federal Bureau of Investigation as a special agent. A benefactor of the GI Bill after serving in the US Navy, he graduated from the University of Texas at El Paso before the FBI recruited him.
Over the years, the FBI assigned him to myriad postings in San Francisco, Chicago, Denver, Mexico City, Los Angeles, Washington, DC, and Montevideo, Uruguay. He worked cases involving white-collar crime, domestic terrorism, narcotics, foreign counterintelligence, and undercover assignments. While he received commendations from the FBI and other government agencies, an Equal Employment Opportunity complaint that took the FBI over twelve years to resolve in his favor, prohibited him from advancing up the FBI’s ranks. He joined Mat Perez in filing an employment discrimination class action lawsuit.
After retiring from the FBI, he served as a security consultant and had a successful career in real estate. He finds his greatest joy in serving people.

Like many “historical” books written about sensitive issues

I agree with Matt Perez. The FBI is no different from any other organization when mistakes, blemishes or misconduct come to light. Like many “historical” books written about sensitive issues, there will be many differences of opinion. In a Democracy, differences of opinion are good for dialogue; Denial is not! In the year 2015, you can still find people and cultures that deny that the Holocaust against the Jewish people during World War II did not happen.
In the 1980’s and 1990’s there was discrimination within the FBI. Was it a pervasive cancer that had metastasized into the heart and soul of the FBI? No. It was more like a rash that on occasion would flare into an open sore. I would say that 90% or more of the FBI employees were not bias. The other 10% or less had racial biases, prejudices or discriminated against minorities. If these 10% were in management positions they could affect their subordinates and others around them. You need to keep in mind that discrimination is viewed from the eye of the victim. I experienced what I would call institutional discrimination. Additionally, when I was a new agent, I worked with a supervisor who was plain and simply a bigot! He called me and other Hispanics “Beaners” and other negative names. At that time I was going to punch his lights out, but thought better of it. I came to realize that this bigot was not worth my time!
I worked for several years in the FBI after the Matt Perez lawsuit. In my opinion, the Perez lawsuit made the FBI a better organization. It opened the FBI and the government in general to improved minority relations for black, white and Hispanic agents and employees. It also improved relations for female agents. Some readers may disagree, but I was there, I saw the positive changes. Eventually it stopped being a black, brown, white, male, female issue and simply became a “Blue” issue. Bureau Blue, one team, in my opinion, “America’s Team.” The Bureau needs to be the beacon on the hill for the rule of law, civil rights and professional law enforcement. The Bureau was better after the Perez suit. It improved cultural awareness and drove most bigots out or deep underground!

The books chapters on women are astonishing; hoping one day the chapter of discrimination against women is over and working conditions fair. The author's use of "good old boys" and discrimination being evil should not stop oversensitive readers from learning that a federal court found sophisticated methods of injustice and abuse against Hispanic employees. The author paints a picture of the FBI and EEOC previously having a mindset that discrimination stems from hate; therefore management neglected legitimate complaints and retaliated against advocates for equal opportunity. Discrimination issues should not be argued on race, national origin, religion or gender. The discussion should be on injustice.
The chapter on how this country prospered before any government programs from white mentors helping poor Hispanic families seeking opportunities in education while struggling with finances, living conditions, and work hours, is a reflection of the meaning of citizenship. A
remarkable story in itself that the court's findings helped with the promotion of women "at an unprecedented rate."
I like the way the book starts with the quote that humans are the only species that follow unstable pack leaders and ends with no one has the authority to compromise agency values. I agree that fairness in the workplace is a matter of fundamental justice for all.

The lead plaintiff, Matt Perez, was a former Catholic seminarian backed into a corner with various accusations, first from inspectors that did not give him a fair shake and then from a Mormon boss that prevented Matt from doing his job or seeking to bust a Russian spy, also Mormon. With no help from the equal employment commission, it appears he turned to colleagues and found many had similar problems. There seemed to be no sensitivity to name-calling and Matt’s wife suffered harsh treatment.
The short story layout of the book allows the reader to see Hispanic FBI agents as professional, educated men who owed their loyalty to values of this country and law enforcement. Some of the stories are upsetting because of the intended abuse by management and that some officers violated other laws beside civil employment rights. A top-tier agency with so many successes failed in this one area of responsibility.
The El Paso Federal Judge ruled the FBI guilty of discrimination. He also ruled the FBI equal employment program “bankrupt” causing confusion until checking the terminology and finding moral bankruptcy meaning the program lacked quality investigations. Moreover, the FBI has oversight for civil rights. Ouch! This part of history need not be repeated.
The Hispanic agents feared retaliation and the testimonies of John Hoos, Ailene Ikegami, and Raymond Yelchak show anger was not only directed at Hispanics but anyone who supported raised lawsuit issues. The struggle made gains for the FBI although the author states that the percentage of Hispanics in FBI management still does not compare to the percentage of Hispanics in management at the Drug Enforcement Administration 25 years ago.
Five stars for the author, the plaintiff attorneys and those who struggled through these events. The acronym page in the back is helpful to those unfamiliar with the FBI.
